Which of the following most accurately describes the problem?

THERE is little doubt • that this 1 year's National Road Transport Conference at Brighton will prove one of the most successful functions of its class, for, in a way, it may be considered as an introduction to the merger between the Commercial Motor Users Association and Associated Road Operators, which is due to come into generarforce on October 1, and, naturally, the leaders of both bodies will be much in evidence.

The venue is convenient and popular for a great many operators, and the subjects which have been selected for the papers should render these both interesting and useful.

There have been a few changes in the programme, and, for the convenience of those of our readers who will be attending, we will give a briet résumé. A.M.Inst.C.E., "Experimental Work on Roads "; 7.30 p.m. (for 8 p.m.), official Conference banquet, Grand' Hotel. September 23: 10 a.m., paper by Mr. W. H. Gaunt, 0.B.E., M.Inst.T., "A User's Observations on Petrol, GU and Steam Vehicles " ; 2,30 p.m., paper by Mr. W. A. Winson, "Statistical Analysis of Road-transport Operations " ; 3 p.m., ladies' garden party, Royal Pavilion ; 9 p.m. dance, Grand Hotel, as guests of the London and Home Counties Divisional Committee.

One of the secrets of obtaining a good discussion on a paper is to appoint some knowledgeable person to open it, and at the Conference the discussion, on Mr. McDonald's paper will be opened by Major J. B. Elliott, O.B.E. (chairman, A.R.0.) ; on Major Turner's paper, by Major R. A. B. Smith, M.G., A.C.G.I.,
