Which of the following most accurately describes the problem?

THE Road Haulage Association's awareness, as reflected in a conference resolution, of the advantages of organized co-operation for smaller units in the industry, is welcomed by the Minister of Transport, who believes that such co-operation might be vital in achieving the highest efficiency. Mr. Marples puts this view in a message he has written for the R.H.A. conference handbook; in which he says it is good to see the growth, by a quarter since 1958, of the freight movements by road hauliers, and comments that the country benefits from their ability to offer a highly flexible and efficient service. He also welcomes the moves towards road-rail co-operation, saying the Government believes in co-ordination of transport " and congratulates the Association on its independent licensing inquiry, which the Geddes Committee "are

bound to be deeply interested in. . ."

Mr. Marples points out that co-operation among the , smaller haulage Unit could enable them, wi well as the larger firms, to take advantage of the new tools which research and development were putting into hauliers' hands.
