Which of the following most accurately describes the problem?

VUI111.ST the T.R.T.A, fully accepts the VV desirability of reducing vehicle noise, it has strong reservation as to the standard or limits set and disputes the level of 88 decibels laid down in Ministry of Transport proposals, it has told the Ministry. It is considered that this is a lair level for most vehicles operating under average conditions, but even the best maintained vehicles could exceed this limit when operated under adverse conditions, e.g., over bumpy roads, when accelerating up hills and when carrying certain potentially noisy loads.

The Association opposes the regulation which calls for a lower level of noise at stage two and urges that no noise levels are set for the future until the result of the first stage can be assessed in the light of experience. The Ministry was asked if it could provide public testing facilities so that vehicle operators could check the noise levels emitted by their vehicles.

Concern was expressed as to the reliability of the evidence of the noise meter and it was urged that equipment should be developed to provide a permanent record.
