Which of the following most accurately describes the problem?

REFERENCE to the current position regarding vehicle construction and use will he made considerably easier by the issue this week of Motor Vehicles (Construction and Use) Regulations 1963 (S.I. 1963/1646), in which recent changes have been consolidated. The price is 4s. 6d., or 4s. 10d. postage paid from any H.M. Stationery Office.

In addition to consolidation of the existing regulations some changes have been made. It is now a specific offence under Regulation 93 for a person to open a vehicle door so as to cause injury or danger to any person. In future it will also be an offence if passengers are carried in a dangerous manner. e.g. on the roof.

On all motor vehicles first registered after September 1. 1965. all flashing indicators must be amber in colour. Other new requirements deal with the visibility, height and wattage of indicators. Whilst direction indicators arc not yet compulsory on any class of vehicle, a draft regulation to this effect is being considered.

The Traders Road Transport Association has cautiously welcomed one amendment, which it had pressed for; it appears that forward projection of loads on artics is now to be measured from the front of the tractive unit, not from the front of the semi-trailer (Regulation 105(d)ii).

New Regulations 23 and 81 exempt from diesel starting-device restrictions any vehicles with a device which does not increase smoke or visible vapour emission if operated while the vehicle is in motion.

The Special Types Authorization Order has also been re-issued with amendments (see p. 54).
