Which of the following most accurately describes the problem?

" WJE feel that, with a nationalized W service, a great deal of wasteful running could be cut out," said Mr. R. Sargood, Labour M.P. for West Bermondsey, addressing a recent meeting of Luton Fabian Society. One of the objects of the war-time organization of road transport was, he said, the reduction of wasteful running, and he added that the 60-mile radius limit effected a petrol saving of 30 per cent.

Under a properly organized State tr...nsport system, the saving should be increased, for C-licensees would come to rely on the efficient and economical national transport available. Mr. Sargood said that C-licence traffic was one of the most wasteful forms of transport.
