Which of the following most accurately describes the problem?

EAST MIDLAND Traffic Commissioners have rejected applications by both Midland Red and Leicester City Transport to run bus services to a new development area known as Beaumont Leys.

Both operators are criticised by the Commissioners for failing to liaise with the county council in the proposed services. The Commissioners considered it improper to grant or refuse the applications without obtaining the views of the county council who had a responsibility as the area coordinating authority.

The Commissioners could see an advantage in the council undertaking running the service as it is responsible politically to the people of Leicester. However, they felt that this in fact did not automatically entitle them to a monopoly.
