Which of the following most accurately describes the problem?

COMMERCIAL vehicle production at Ford's British plants is well up on last year, company chairman Sir Terence Beckett said in London last week.

"As far as we are concerned, it looks like we'll produce more vans and lorries in the first half of 1979'than in all of 1978," he said.

Sir Terence said that the 1980s will see some of the biggest changes in Britain road transport "since the motor vehicle came to this country".

EEC regulations will prompt many changes, with Ford's 1980-82 light vehicle new model specifications for light vehicles alone being affected by 22 new regulations.
