Which of the following most accurately describes the problem?

Members of the Road Haulage Association will be told by their national chairman that towards the end of May they should be actively engaged in negotiating rates increases with their customers. This follows a recommendation from the commercial committee to the national committee. The committee had reported to the council that many members were already negotiating increases and in some cases these had already been finalized. It is understood that the increases are between 5 and 74 per cent, but the RHA is unlikely to specify an amount to its members.
