Which of the following most accurately describes the problem?

THE need for a fair and lasting solution of the traffic problem is stressed in the annual report of the Traders' Road Transport Association.

"There is too much evidence of a failure to understand the basic importance of road transport to the successful conduct of the trades and industries of the country," the report adds.

"The attitude of many important local authorities to the traffic problem unfortunately serves to underline the lack of appreciation of the fundamental difficulties underlying the problem.

"Threats of bans on loading and unloading in busy streets at peak traffic periods are becoming almost an automatic feature of the proposed solutions to traffic congestion.

"In some cases they Amid immobilize commercial road transport for up to six of the most important hours of the day."

The report speaks of far too much "ill

informed or emotional comment" in a plea for a dispassionate approach to the subject. This follows a reference to the recent House of Lords debate in which one speaker urged all-day bans.

"In our unalterable view, the needs of trade, commerce and industry must necessarily come high in the list of priorities," says the rePort, which is signed by Mr. S. C. Bond, president, and Mr. F. D. FitzGerald, national secretary.

Under a section headed "Servicing for Members," the report records handling an increasing number of inquiries from members for information and advice on the wide range of problems which arose from operating C licensed vehicles.

" It is important that members should report to the Association immediately they are, in any difficulty in connection with their drivers' records," the report urges. "Experience has proved that the T.R.T.A. often render valuable help.",
