Which of the following most accurately describes the problem?

Nip. TOM FRASER emphasized in M the Commons this week that he wants liner trains to operate from open terminals. He made this point after Mr. E. Popplewell (Lab., Newcastle East) had said that the unions' only complaint was the Railways Board's refusal to compete for this traffic, which had been handed over to the private road haulier.

Mr. Fraser said he had never rested his transport policy on competition, as suggested by Mr. Popplewell; he wanted co-ordination between different forms of transport.

From the Opposition front bench, Mr. Enoch Powell asked whether Mr. Fraser expected the service to start as indicated —six months from last April—with terminals open to all hauliers, and Mr. Fraser replied that he did. He anticipated agreement between the unions and the Board.
