Which of the following most accurately describes the problem?

THIS novel Scheuerle transporter for concrete building panels has been designed for self loading. The main semitrailer frame with the eightwheeled rear running gear is raised hydraulically, with the auxiliary carrier wheels bearing on the ground. The unit is then backed over the load to be carried.

Developed at the request of a German manufacturer of prefabricated building panels, the semi-trailer has an unladen weight of 11.5 tonnes (11.3 tons) and can carry a payload of 30 tonnes (29.5 tons). A front-mounted independent power pack is used to operate the various hydraulically actuated functions such as lifting the trailer frame and picking up the load carrier.
