The licence held by Port Talbot-based Runtech was suspended for 28 days by the Welsh Deputy Traffic Commissioner Alan Jenkins, who said: "This company has been dragged kicking and screaming into reality."
At a Swansea public inquiry Jenkins condemned management for piling too much work on service manager David Jones, who had been trying to run the transport department as well as his own while the transport manager was on longterm sick leave.
Vehicle Inspectorate vehicle and traffic examiners reported problems dating back to 1997, including suspicions that drivers had been using false names on tachograph records, and that drivers and mechanics had failed to complete defect reports and inspection forms proper's( "Ironically the fleet seems to have been well maintained," said Jenkins.
Managing director Ian Gorvett said that the company, which moves heavy plant, had now arranged for three people to work under David Jones.
The DTC said he found the new procedures and working practices introduced by Jones in recent weeks an "impressive list". "There is no mystery about the situation," he added. They have just been understaffed with nobody taking responsibility."
