Which of the following most accurately describes the problem?

• The Transport Tribunal has dismissed appeals from Welsh bus operator Clayton Jones Group whose licences were revoked in December by South Wales deputy traffic commissioner Gerrard Sullivan. (CM 14-20 December).

But it quashed Sullivan's order, disqualifying Jones, and his mother, Ivy, from holding or obtaining a PSV Operator's Licence for two years.

Tribunal president Judge Hampden lnskip QC said it was satisfied that the disqualification order could not stand as no notice was given.

Three of the four firms involved: Celtic Connection, Rhondda Travel and Shamrock, had not appeared at a public inquiry, and so no warning had been given about their future conduct. Though many prohibitions had been imposed on the group's vehicles, only four had shown neglect.
