Which of the following most accurately describes the problem?

• York-based Reynard Pullman has started competitive services in the city, in response to a lack of full-size buses on certain routes.

David Marsh, Reynard's managing director, says the city needs "proper buses" in competition with the minibus fleet of York City & District.

Five single-deckers have been introduced on two regular routes, which fit in with tendered work already operated by Reynard. Staff and vehicles come from the company's Harrogate operation which was handed over with the Knaresborough depot to the AJS Group last year.

Until now Reynard has concentrated on country services radiating from York.
