Which of the following most accurately describes the problem?

• A Manchester-based parcel and express freight company is on the prowl for UK operators to extend its nationwide distribution network.

Phoenix Express already has 33 carriers in its network. General manager Stephen Travis says the firm is planning to sign up another 20 hauliers, both large and small.

"We preferably want to find firms which are already established in the industry, but there are some opportunities for owner-operators," he says.

Carriers who join the scheme will, however, not be asked to pay a franchise fee. "We offer all the benefits of a franchise set-up without the cost," says Travis.

Phoenix Express was established two years ago. It specialises in UK deliveries but has plans to expand its business onto the Continent within the next 12 months.
