PRIME MINISTER Margaret Thatcher and French President Mitterand will announce on Monday who has won the contest to build a fixed link across the Channel and whether bus and truck drivers will be able to drive straight across rather than put their vehicles on a train.
As CM went to press, it appeared that the only two contenders left in the running were the Channel Tunnel Group, which is proposing a rail-only link, and Channel Expressway, road-and-rail link put forward by British Ferries.
