Which of the following most accurately describes the problem?

B.R. and B.R.S. being separately represented when Mr. S. W. Nelson, Western Licensing Authority, heard applications at Bristol on Monday by three newcomers wishing to set up as furniture removers. The applicants, I. C. Richards, M. T. O'Reilly and Hedgemead Furniture Removals, presented no supporting evidence of need (despite having apparently received letters from the office of the Licensing Authority, setting out the type of information likely to be needed).

These applications drew a large number of objectors, and existing furniture removers attended in force. Mr. J. McGregor-Johnson, appearing for B.R.S., said he would not waste the Court's time by asking questions hut would submit that there was no case to answer; he had plenty of schedules which indicated the objectors' availability. British Railways, represented by Mr. J. Oswald, adopted Mr. McGregorJohnson's submission.

Mr. Nelson told each of the applicants that they had been most unwise in purchasing the vehicles before obtaining a licence. Whilst it was known that he was sympathetic to new blood wanting to come into the industry, they must do their part and provide the necessary evidence.

The three applications were refused.
