Which of the following most accurately describes the problem?

THE British Transport Commission successfully objected to an application by F. Davies (St. Helens), Ltd., to the North Western Deputy Licensing Authority last week. The company sought to add two vehicles and two trailers to their existing A licence.

Mr. H. D. Mace, for the company, said 'that up to a year ago they ran a fruit service in conjunction with British Road Services from the Vale of Evesham to Liverpool. Four vehicles were employed, two of B.R.S. and two hired to them by F. Davies. The B.R.S. depot at Evesham closed and Davies were now providing the service alone. At least four vehicles were now needed.

Mr. G. H. P. Beames, for the Commission, said that there was an adequate service from Evesham via Worcester and Crewe. Applicants' figures showed no appreciable increase in traffic.

The Authority remarked that there was insufficient evidence of increasing business and refused the application.
