Plumber's Tools as " Goods ": C Licence Required.

A plumber who was summoned at Bradford City Police Court, on Tuesday, on a charge of using a goods vehicle without a licence, was stated to have carried his tools and a small vice in a box sidecar attached to a motorcycle.

For the defendant, who pleaded " not guilty," it was submitted that this was not a goods vehicle within the meaning of the Road and Rail Traffic Act. The box, it was argued, came within the definition of a trailer, as by undoing four nuts it could be taken bodily away from the motorcycle. It was also contended that defendant's bag of tools could not be defined as " goods " under the Act, but properly came under the heading of "personal effects."

The Stipendiary Magistrate (Mr. F. J. 0. Coddington) said there was no doubt that the vehicle required a C licence. In his opinion, there was no justification for making any distinction between the goods of the owner of a vehicle and those of somebody else, whilst he also held that the box, which occupied the place of a sidecar, was not a trailer for the purpose of the Act.

The Stipendiary dismissed the case under the Probation of Offenders Act.
