AN IMMENSE opportunity for delay, inaction, disagreement and confusion is how the Royal Town Planning Institute described the Government's proposals to abolish the metropolitan county councils and the Greater London Council.
It said that despite its imperfections the present system of metropolitan government was superior to the proposals contained in the White Paper Streamlining the Cities.
