Which of the following most accurately describes the problem?

AN experiment to provide a bus-rail service ra. between the Kirkby/Fazakerley outer suburbs of Liverpool and the city centre to ease rush-hour congestion and reduce travelling time is being considered by Liverpool City Transport and British Railways.

During peak hours buses would go from Kirkby/Fazakerley to Aintree Sefton Arms station only, where passengers would board electric trains for Liverpool Exchange. The through fare would be the same as the existing bus fare, and no additional ticket would be necessary.

Pre-paid postcards are being distributed to passengers giving details of the proposals and asking for their views.
