Which of the following most accurately describes the problem?

• A councillor has called for new safety measures at an Aberystwyth level crossing after a collision between a lorry and a train last week.

The Vale of Rheidol narrow-gauge railway crosses the busy entrance of the Glan-y-aFon Industrial Estate, just off the A44, and drivers are expected to open their windows and listen For the train's whistle before proceeding. But on Tuesday the "system" failed and a lorry hit the tourist train causing slight injuries to the drivers.

"Bad weather discourages drivers From winding down their windows," says councillor Peredur Eklund. "Besides, drivers shouldn't be expected to drive with their windows open to listen for train whistles."

The cost of safety work has been estimated at £100,000, but arguments are raging between the council and railway company over which should pay.
