Which of the following most accurately describes the problem?

• Pressure for a speedy announcement on a second Forth road bridge is mounting as the Chambers of Commerce in Edinburgh, Fife, Tayside and Aberdeen form a lobby group.

The group, Forth Connect, says tailbacks of vehicles waiting to cross the bridge are reaching five miles at peak times: traffic predictions show the bridge will shortly be congested 300 days in the year.

The lobby group, which is supported by the CRI, says tolls on a second bridge would be much higher than the £1 a crossing payment for trucks using the existing bridge.

Ian Brown, chief executive of Edinburgh Chamber of Commerce, says debt on the existing bridge will be cleared this year.
