CARDIFF City Council's ruling Conservative group has halted talks with National Bus Company subsidiary National Welsh concerning plans to sell off the City bus undertaking.
Proposals to privatise parts of NBC and make municipal transport undertakings into companies contained in the White Paper on Buses are said to have made negotiations too complicated.
