AN application by Elkstone Quarries, Ltd., of Swindon, for B-hiring allowance for 20 tippers to carry building, walling and quarried stone and earth moving within 100 miles of Swindon was refused by Mr. C. J. Macdonald, acting for the Western Licensing Authority, at Cheltenham on Wednesday.

Mr. C. W. Raikesway, a director of the company, told Mr. Macdonald that the purpose of the application was to enable his company to hire owner-drivers to carry goods into sites "if and when required ". and to carry spoil and muck away—" Nothing more and nothing less."

He produced no figures and had no witnesses to support him. For 15 independent road objectors, Mr. F. R. D. Jenkins submitted that, apart from there being no case for the objectors to answer, what they were asking the Authority to do was to sariction something that was totally illegal.

Ref using the application, Mr. Macdonald advised the applicants to go to the Licensing Authority's office to seek advice before making any future application. "The supreme difficulty you are under today is that you have supplied me with no indication of your problem," he said. "The fundamental basis of any application must, of course, be what is the quantum of material to be carried. If I saw that there was a spark of anything like that I could give you a little more assistance," he said.
