Which of the following most accurately describes the problem?

Given the particular geo-political posilbn of Greece as a crossroads between Europe and the Middle East, road transport has particular importance for the Greek economy. Overall, it contributes 7% of the GNP, employs 7% of the labour force and attracts nearly 40% of investment, it also uses 30% of the country's energy consumption. In the past 20 years road transport has increased by 2.3% on a yearly basis. Currently there are some 31,763 public use vehicles; 10,648 liquid fuel carriers; and 1,276,076 private vehicles. The latter occasionally indulge in illegal transportation of goods, which the Ministry of Transport tries to discourage.
