Which of the following most accurately describes the problem?

• Transport Secretary John MacGregor ruled out wholesale privatisation of the Vehicle Inspectorate this week and announced that the testing of LGVs and PCVs is going out to consultation until the end of November.

But enforcement will remain the responsibility of the Vehicle Inspectorate.

Options on the testing of LGVs and PCVs listed in the consultation document include maintaining the status quo, contracting out testing, and introducing an MOT-style scheme for testing in private garages. Under the contracting out option high standards of testing would be secured through additional supervision.

VI chief executive Ron Oliver welcomes the consultation: "We are keen to foster testing done anywhere," he says, "as long as standards are maintained."
