Which of the following most accurately describes the problem?

• Parcelforce has frozen a multi-million-pound investment programme in its eight new sorting depots. The first, at Liverpool, is almost completed and will be operational in 1994.

Several years ago Parcelforce announced it would spend £250m over five years. To date it has spent £68m.

Transport manager Ken Mabbett says the decision is a direct result of the announcement in July that Parcelforce is to be privatised by 1994. Investment in replacement vehicles will continue but no new additional trucks will be bought. Parcelforce's fleet has risen by 1,100 vehicles to 9,100 this year.

The decision will increase fears that Parcelforce could be sold to another parcels operator. A new owner would not need new sorting centres if it decided to use its existing sites.

Parcelforce bosses are still expected to buy the 5600mturnover business in a management/employee buyout.

0 National Communication Union official Bill Fry, who represents 600 Parcelforce staff including vehicle engineers, warned at last week's Trades Union Congress there would be job cuts and asset stripping when Parcelforce is privatised.
