Which of the following most accurately describes the problem?

• At its meeting next week the public relations committee of the Road Haulage Association will be considering a national advertising campaign for its members, CM was told this week. It is understood that the scheme will cover all aspects of road haulage and warehousing. Members of the RHA are to be offered a personalized advertisement within the framework of the system. Advertisements used throughout the country will be identical except that particulars of the operator using the service will be included in the advertising media of his choice.

The scheme will be confined to RHA members and participation can cost as little as £10.

It is understood that some hauliers are concerned that the industry spends so little on advertising and public relations. Against the present background of increased environmental lobbying plus renewed marketing efforts by British Railways, the proposal would have strong support.
