Which of the following most accurately describes the problem?

T0 buses are to be converted to one-man operation by Burnley, Caine and Nelson Joint Transport Committee for operating the undertaking's service to Barley. This is one of a number of interim economy measures decided upon after consultation with local branches of the Transport and General Workers' Union.

Most of them concern the reduction of service frequencies, for which, in some cases, the consent of joint operators will have to be obtained. Further discussions with the union on economies are to be held.
