Which of the following most accurately describes the problem?

FROM January 2015, there will no longer be a need for category C vehicles presented at a test to have a minimum of eight forward gears. Drivers who pass their test with an automatic vehicle, if they already have a manual entitlement for cars, lorries or buses, with or without trailers, will be entitled to drive manual vehicles. Existing drivers will be able to upgrade their licence under the same criteria. The news comes after a consultation found more than half (52%) of the 339 respondents showed support for existing automatic licence holders to be given manual entitlement if they already hold it for another type of vehicle.
