Which of the following most accurately describes the problem?

• Two Contract A licence applications were granted at Birmingham on Tuesday. Mr. J. Else, West Midland LA, explained the unusual occurrence of calling contract applications to a public inquiry when he said that certain vehicles on contract to P. T. Excavations, of Walsall; appeared to have been used in breach of their contract conditions. He was reluctant, therefore, to grant further vehicles for use by the firm without investigation.

The applications were made by Mr. B. Baker, who was asking for an additional vehicle, and Mr. C. A. Lewis, who required a vehicle on a new contract licence. Both applicants were unable to attend the hearing.
