Which of the following most accurately describes the problem?

AN approach to the British Transport Commission has been made by the National Conference of Road Transport 'Clearing Houses, to secure consultation as to the interpretation of provisions in the Transport Act which Concern the Conference's membership, embracing clearing houses anc hauliers.

This move was mentioned by Mr. H. Rossington, chairman of the Conference, when he addressed the .annual meeting of the North-Eastern Area, in Leeds. The reply which had been received, he said, was not unfriendly.

The Conference, Mr. Rossington remarked, had already rendered a signal service to clearing houses by the part it played, alongside the Road Haulage Association, in securing the Transport • Bill amendment, which not only accorded recognition to clearing houses but also empowered the Transport Commission to deal with them ai agents. This Government amendment to the Bill was a result of diplomatic methods, which, he submitted, should now be tried, with the object of helping the haulier in relation to the Transport Act.

It was a mistake to think that, so far as nationalization of road haulage was concerned, all was over bar the shouting.

Even assuming that State control were applied sooner or later—he still thought that something would happen to stop it—there remained scope for a large amount of work by the Conference in securing a square deal for operators under the Transport Act. .

Mr. Harold Firth was re-elected for a second year of Office as chairman of the North-Eastern Area. Mr. J. F. Archbold was re-elected hon. secretary.

by the 44-hout week and the staggering of hours to relieve the electricity load. Different days of the week are being selected for closing by various districts and even by different factories within the same district. Vehicles are accordingly being delayed.

To avoid this wastage, Mr. R. W. Sewill, director of the Road Haulage Association, suggested at a meeting of the Association's Hull Area committee on Wednesday that skeleton staffs for loading and unloading should be maintained at factories.
