Which of the following most accurately describes the problem?

Harwoods Truck Centre is seeing a boost in demand for new trucks as a direct consequence of the forthcoming Euro-6 legislation. The latest round of emissions regulations comes into force at the end of 2013, and in order to delay running Euro-6 trucks for as long as possible several of Harwoods’ customers are taking new trucks on two-year deals. Skudder says this will allow them to purchase some of the last Euro-5 trucks late in 2013, which they will run for three, five or seven years.
