Which of the following most accurately describes the problem?

• To think they are actually going to reduce the cost of the HGV Test is music to the ears of those of us who have been training the nation's drivers for some years.

I well remember in 1976 suggesting to the Department of Transport that the increase of 28 to 224 for an HGV test was iniquitous. At that time could I remind your readers that the cost of a PSV test was 50 pence! Some things take a long while to happen and one can fully understand why Lord Rayner had such difficulty in getting the DTp, among other departments, to make any real economic savings in the cost of their activities.

Let us not be churlish however! Better late than never and thankyou to Peter Bottomley, our new Transport
