Which of the following most accurately describes the problem?

he failure to comply with dertaking over the ig and maintenance of his ehicle has led to the ation of the licence held ieph Purvis of Seaton v near Hartlepool.

-vis failed to appear at linary proceedings before [-Eastern Deputy sing Authority Norman y who heard the case in

■ sence.

ody said that Purvis's reapplication was opposed last July by Hartlepool Borough Council. He had said then that his operating centre would be at Bremda Road, Hartlepool.

Purvis gave a formal undertaking that he would not park or maintain his vehicle at The Gables guest house, Station Road, Seaton Carew and he was warned of the consequences if he failed to keep to that undertaking.

William Johnson, an enforcement officer employed by the borough council, said it re ceived continued complaints about the vehicle being maintained and parked at The Gables. He had kept watch and observed the vehicle being maintained and parked overnight on several days on various dates at The Gables.

Revoking the licence, Moody said that the vehicle was not kept at the operating centre that was found to be suitable last July. Therefore Purvis had no suitable operating centre.
