Which of the following most accurately describes the problem?

a number of proposals for keeping down fares on London Transport. Among these is a scheme for introducing a 5p flat fare on central area buses. As Labour controls the GLC, implementation of such a scheme would be virtually guaranteed if the Labour Group decided to support it.

LT staff are known to be against a flat fare scheme because of the abstraction it would cause from the Underground and the pressure it would create on already over-stretched staff and vehicle resources.
