Which of the following most accurately describes the problem?

• Despite strenuous opposition, the Government last week introduced into the Transport Bill an amendment allowing the money from parking meters to be used for providing bus services.

Answering protests that parking meter money should not he used in this way, Mr. Stephen Swingler, Minister of State for Transport, told the Committee considering the Bill that local authorities were not being told they must spend the money in this way. They could consider it— and, of course, might consider that the whole problem of congestion could be dealt with by offstreet parking space.

The amendment was accepted by 13 votes to 12.
