Which of the following most accurately describes the problem?

• A vehicle operated by a company in the Wiggins Teape Group was recently given a delayed GV9, although it had not long previously been inspected by one of the TRTA's 30 inspectors. On return to base the vehicle had a further examination, this time by the Association's chief inspector who ordered that no maintenance work should be done on it and called in a senior Ministry inspector for an appeal.

The Ministry man agreed with the TRTA inspector, a clearance certificate was given and the vehicle was restored to immediate service with no entry on the operator's record.
