Which of the following most accurately describes the problem?

le Editorial (CM February 3) ayes me somewhat openinded about the cause id effect of the 0 licence 'stem as we know it today. You refer to over-capacity transport being the cause rate cutting and inkruptcies, but you do not low how the over-capacity is come to exist.

Is it intended that the ader should assume that rvn-account operators have taken up the role of auliers that the haulier is iven, through rate cutting, to bankruptcy, or is it that te haulier has been over ptimistic in the potential aulage market, or is there a aird facet in the general aduction of consumer emend and resultant roduction and haulage? In my circle of contacts I ave seen little or no hire nd reward work being done y own-account operators, Jut it is noticeable that a educed market has caused hem to cut back on their liring to maintain capacity )n their own fleet. Indeed, he drivers unions have

nsisted that they have a first ight to carry their own :ompanies" goods, and who mould argue with that approach?

From the foregoing, you rvill deduce that you should 1, State more clearly the cause of the effect; 2, Make the criticism at least constructive by showing what change you feel would have avoided over-capacity; And 3, be aware that I cannot see any evidence that the effect has been caused by the application of the 0 licence system as operated by own-account.

It may be that the ease by which hauliers can add vehicles to their fleet may create over-capacity, but should we have to have legislation to supplement bad management? If so, why stop with haulage?
