Which of the following most accurately describes the problem?

example, A999 (M) am I right in thinking that this means that it is an A road built to motorway specifications and it is not governed by motorway regulations?

ARoads marked as you state are built to motorway specifications and they are controlled by motorway regulations. The Doncaster by-pass Al (M) is a classic example. Such roads are indicated by appropriate signs and have the normal motorway discriminatory signs on approach warning that pedestrians, cyclists, etc, are not permitted to use the road.
