Which of the following most accurately describes the problem?

A meeting of Yorkshire road-transport employers, held in Leeds recently, decided on the establishment of an organization to be known as the Yorkshire Transport Employers' Federation, with a view to continuing various phases of the activities of the old Yorkshire Employers' Panel, now superseded by the Employers' Panel of the new Yorkshire Area Wages Board. Mr. Robert Barr, of Barr and Wallace Arnold Trust, Ltd., Leeds., was elected president of the organization; Mr. Harry Clark, secretary of the old panel, was appointed secretary.

The question of setting up such an organization had been considered at a previous meeting of Yorkshire employers, when, as already reported in our columns, it was decided not to take any action on the lines suggested. Critics of the idea, whilst high in their praise of the work done by the old panel and its secretary, suggested that it would be unwise to set up another association.

At a later meeting,. however, the decision to establish such an organization was practically unanimous.

It is understood that the Federation will be financed by members' eolith,butions, at the rate of twopence per week per vehicle operated.

Major Eastwood on Emergency Plans.

The C.M.U.A., A.R.O., and Doncaster Rates Committee are co-operating in the organization of a mass meeting to be held at the Mansion House, Doncaster, on Monday (March 20) at 7.30 p.m., when Major F. S. Eastwood, Yorkshire Licensing Authority, will speak on defence organization.

East Lancashire A.R.O. Appointments.

The annual general meeting of the A.R.O. East Lancashire Area will be held on Monday, March 20, at the Exchange Hotel, Fennel Street, Manchester, commencing at 7.30 p.m. At the recent general meeting of the Altrincham Sub-area, Mr. T. Wallace was elected chairman, and Mr. F. C. Holmes was. appointed honorary secretary. The, following members were elected to the committee:-

Messrs. W. Allen, E. Armstrong, E. Beasant, F. Bennett, F.. W. Bowie, W. Davies, H. Hayman, T. Jackson, W. Lloyd, E. Pryor, W. P. TwibeLL W. Wright. The following are delegates to the area committee:-Messrs. Alien, Bennett and Pryor,

Mr. C. A. Hodgkinson was elected chairman at the Bolton Sub-area meeting, and Mr, T. McIntyre, 151, Long Lane, Breightmet, Bolton, was appointed honorary secretary. The following are on the committee : Messrs. W. Allen. A. Cattorall, C. Walmsier, W, Parker, Hipwood, K. Knowles; delegates to the area committee: Messrs. Walumley, Knowles and Hodgkinson.

A "LET THE BEST MAN WIN" AGREEMENT.

Mr. J. L. Kinder, at an A.R.O. meeting of Macclesfield hauliers, on Monday, said that the work of the liaison committee had been changed by the railway "square deal " campaign. If they had refused to discuss the railway appeal, most probably a rates war would have commenced, in which the road would have been the ultimate sufferer. The committee had no objection to rail freedom, provided the road had proper protection. Mr. Kinder explained the position with regard to fixing rates agreements for particular classes of traffic. If road and rail had not come together they would have been liable to the threat of a national board of control, he said. The principle of the road-rail agreement was that of "let the best man win."

The days were gone when any haulier was big enough to stand alone, said Mr. J. W. Beresford, who presided. He referred to the work done by the Editor of The Commercial Motor in initiating a hauliers' organization.

Defence " Square Deal " Comes First.

Vehicle parades, which the Yorkshire Area, of A.R.O. was to have held in a number of important centres on April 15, have been postponed to a date to be fixed later. Mr. Frank G. Bibbings, licensing and propaganda officer to the Yorkshire Area of A.R.O., states that defence organization is more vital

He says that it is most important that the case for road transport should be put before the public, but the matter of readiness for an emergency is urgent.
