The Institute of Public Cleansing

MITE first Association of Cleansing 1 Superintendents was founded in 1898, and in 1919 it was re-organized and incorporated, the name being changed to the Institute of Cleansing Superintendents.

Partly as a result of the activities of the Institute, public cleansing developed so rapidly and scientifically that in 1928 the council realized that it was essential to obtain powers to extend its scope beyond the restrictions then imposed. A news memorandum of articles of association was therefore adopted, and the Institute reconstituted as The Institute of Public Cleansing.

The president is Mr. J. C. Dawes, 0.11.E., F.R.San.I., inspector of cleansing to the Ministry of Health.

The objects, as set out in the memorandum, include the promotion of the scientific, technical and practical interests of public cleansing as applied tothe collection, use and disposal of domestic or trade refuse, the cleansing, shingling or watering of roads, streets and works incidental thereto, and to the improvement in health in all matter& of public cleansing.

The Institute strives constantly to raise the standard of professional attainment of those in the public-cleansing service. It conducts examination for membership, and awards a Testamur certiticate to successful candidates. This certificate is specified by local authorities as the indispensable qualification for candidates fort the position of director of public cleansing, or cleansing superintendents The syllabus of the examination makes very interesting reading, and is most comprehensive. It includes: The law relating to cleansingsitraodel by-laws, etc.; refuse collection, divided into seasonal composition, types of storage receptacle and of collection vehicle, methods of collection, etc. ;s refuse disposal ; street cleansing, treating with road surfaces, snow removal, gully cleansing, etc. ; mechanical transport, petrol, steam, electric vehicles, principles of construction, materials, ete.;ihorsed transport, involving the study of anatomy, dietaries, ailments and stable management; agriculture, the study of soils, manures', value of town refuse, etc., and mechanical and electrical engineering, attention also being given to administration, involving general management, statistics, costing methods, etc. The examinations are open only to those officials holding approved positions on the staff of cleansing departments.

For the convenience of members, the Institute has formed centres in Scotland and N.E. and N.W. England, and a new centre is being constituted in the Midlands. In addition to the meetings of the parent Institute, centre meetings are arranged at frequent intervals. Civic

representatives are invited and cleansing problems discussed. Directors of public cleansing in Holland, -Germany and the Par East are included amongst the members and many valuable contributions on activities abroad have been presented by them at the conferences.

The annual conference, this year, will take place in Edinburgh from June 12-16. In connection with this there will be a vehicle exhibition and demonstration to be held in the Waverley Market, one of the finest exhibition halls in Great Britain. Delegates will have an opportunity for inspecting a comprehensive range of vehicles and appliances suitable for operation in the cleansing services. A full day, Thursday, June 15, will be devoted to this purpose. In the morning the vehicles will be exhibited for inspection, and in the afternoon actual demonstrations will be given, each maker or representative announcing through a micro

phone the important features of design and construction.
