Which of the following most accurately describes the problem?

AS the result of experience gained during the past year with the restriction of -waiting time in the case of commercial vehicles in the three areas comprising Piccadilly Circus, Marble Arch and St. Giles's Circus the London and Home Counties Traffic Advisory Committee has advised the Minister of Transport to extend the measure.

The Minister has now given notice of his intention to make fresh regulations under Section 10 of the London Traffic Act, 1924, which will supersede those at present in force. These provide that as regards the first street schedule, between 12 noon and 7 p.m. on Mondays to Fridays and 12 noon to 3 p.m. on Saturdays: (1) vehicles may not wait longer than is necessary for _ persons to board or alight ; (2) loading or unloading may not be effected when it can be undertaken in a neighbouring street; (3) vehicles shall not stand for longer than 15 minutes where loading or unloading is essential in a scheduled street.

The first schedule comprises, Piccadilly Circus.). Hammersmith Broadway, Seven Sisters Road (near junction with Holloway Road), Finsbury Park Station, junction of ' Walworth Road with Hampton Street and Deacon Street, junction of Pentonville Road and St. John Street, Westminster Bridge Road (Belvedere Road to Oakley Street), Brixton Road (Acre Lane to Stockwell Road).

The foregoing restrictions also apply to streets named in the second schedule, except that there will be no time limit upon vehicles loading or unloading, but no vehicle -will be permitted to wait for

any other purpose. A specific exception is made • in respect of vehicles employed on building and certain other operations.
