Which of the following most accurately describes the problem?

YORKSHIRE area vehicle examiner Freddy Beardsell, awarded the British Empire Medal in the Queen's Birthday Honours List last week, was the man who led the Dibble's Bridge crash investigation.

Mr Beardsell has been awarded the medal for his work which formed the basis of the Yorkshire Traffic Area report on the disaster in which over 30 people died.

The citation for the award says that Mr Beardsell spent many hours dismantling the vehicle after the 1975 accident and "maintained a high degree of vigilance" recording the evidence and reaching his conclusions.
