Which of the following most accurately describes the problem?

the desire of A.R.0. Devon and Cornwall Area for full local self-government was passed at the area's committee meeting, last week.

Mr. K. G. Foster, chairman, reported that he had cancelldd arrangements for Mr. J. L. Kinder, C.M.U.A. national organizer, and Mr. W. C. Taylor, chairman of the C.M.U.A. Cornwall and North Devon Division, to attend that meating, in order to explain what their Association was doing for the Cornwall coach and ;bus operators. The reason was that headquarters had declared that such a meeting, in view of the merger negotiations between the C.M.U.A. and A.R.O., would not be politic.

Lt.-Comm. A. Fallon (West Cornwall) said that the committee had no intention of entering into separate negotiations with the C.M.U.A. In a letter directed to be sent to headquarters, it was stated that the committee " intends to continue its campaign for full local self-government."

Mr. R. W. Sewill, A.R.O. national director, Mr. Kinder, Mr. Taylor and members of C.M.U.A. committee of the Cornwall and. North Devon Division are to be invited to attend the area's next committee meeting on August 10.

The advisability of continuing the Exeter sub-area office was discussed, as a result of the grave news contained in the financial report presented by Mr. Charles Hodgson (Mid-Cornwall). Other districts were also in a bad position, he said.

Attention was drawn by Mr. Humphrey Cooke (St. Austell) to a case which came before the Western Licensing Authority, recently at Plymouth. An operator successfully applied for permission to delete one vehicle (30 cwt.) and add another (2 tons 4 cwt.), due to increase of business. The applicant had tendered to Cornwall County Council to carry 60 tons of tarmac per day, but his present vehicles were insufficient for that work, Mr. Cooke alleged that the applicant had acted contrary to the conciliation agreement. The Board is to be advised of the allegation.
