Road transport accounts for more than 72% of the land-based transport of goods across Europe and its dominance means that each day goods worth many billions of euros are moved on the Trans-European Road Network (TEN-R) which constitutes the backbone of the European economy. "This fact has not escaped the criminal mind," says the Transport and Tourism Committee study, "and with the increase of transport volumes, security concerns have increased as well."
