Which of the following most accurately describes the problem?

• Road Haulage Association chiefs are pressing for the impounding of unlicensed trucks to be included in the Road Traffic Regulation Act which is now before Parliament.

The RHA is lobbying MPs on the committee discussing the Bill to accept an amendment giving police the power to confiscate FIGVs running without an 0-licence. Shadow transport secretary John Prescott, who sits on the committee, is understood to support the move.

The association is waiting to hear from the Department of Transport on consignor liability and second weighing.

The DTp has said it is considering both moves.
