Which of the following most accurately describes the problem?

THE LAYING DOWN, in the middle of this month, of the first underframe for a Titan double-deck bus at the new manufacturing extension now completed at the Workington plant of Leyland-National, signals a major stage in the successful transfer of production from Park Royal to Cumberland.

While the works extension of almost 100,000sqft was being built at Workington, a pre-production batch of 13 Titans was being assembled in a temporary facility close to the National plant.

The first of these vehicles has now been delivered to London Transport, which is also taking the entire programmed 1981 production of 175 units.
