THE Minister of Transport emphasized last week that his policy was that tolls should be charged only on expensive new river crossings, whether bridges or tunnels.
When it was suggested to him in the Commons that tolls would speed the provision of motorways, he said that their construction would accelerate as part of the road programme between now and 1970, and to build motorways as toll roads would not further speed their completion.
